ИССЛЕДОВАНИЕ ПРОБЛЕМ УПРАВЛЕНИЯ ПРЕДПРИЯТИЙ ХИМИЧЕСКОГО КОМПЛЕКСА

Abstract:
Formulation of the research problem. The key contradiction in the management of chemical enterprises is the lack of comprehensive management mechanisms adapted to the specifics of the industry. The purpose of the study is to identify the systemic causes of low management efficiency at chemical enterprises and to justify the need for a holistic transformation of the management system based on the integration of controlling tools, lean production, and modern information systems. Research hypothesis. It is assumed that management improvement is possible on the basis of the implementation of controlling methods, which ensure the interconnection of management levels, as well as the coordination of planning, control and decision-making functions. The scientific novelty lies in the systematization of the interrelated problems of managing chemical enterprises as a single «system failure» rather than a sum of isolated shortcomings, as well as in clarifying the reasons for the low effectiveness of implementing standardized management techniques in resource-limited conditions and the existing organizational culture. Research methods. The study used systemic and structural-functional analysis, methods of logical modeling of problem relationships, analysis of scientific and regulatory literature, and generalization of management practices at chemical enterprises. Main results. Key interrelated blocks of problems have been identified and described: physical and moral deterioration of fixed assets, lack of a holistic digital ecosystem (ERP, MES), dominance of operational «fire» management over strategic management, fragmentation of data, formal application of ISO standards, and unrealized potential of controlling. It is shown that these problems form a self-sustaining mechanism of efficiency and investment attractiveness. Practical significance. The results allow to substantiate the directions of a comprehensive management modernization program and the introduction of integrated systems, as well as a change in the management paradigm. The prospects for further research are associated with the development of an adapted controlling model for chemical enterprises, taking into account their industry-specific features and resource constraints.
