СРАВНИТЕЛЬНЫЙ АНАЛИЗ МЕТОДОВ УПРАВЛЕНИЯ ПРОСТРАНСТВЕННЫМ РАСПРЕДЕЛЕНИЕМ ЭКОНОМИЧЕСКИХ РЕСУРСОВ В РОССИИ И ЗА РУБЕЖОМ

Abstract:
The article provides a comparative analysis of institutional mechanisms for managing the spatial distribution of economic resources in Russia and Canada. The purpose of the study is to identify paradigmatic differences and evaluate the effectiveness of modern models of territorial development. The scientific novelty lies in the systematic comparison of the Russian model of spatial distribution of economic resources through the formation of «special economic zones» with the subsequent concentration of economic development in promising areas and the Canadian network model of differentiated economic development under the control of regional development agencies. The methods of comparative and institutional analysis, structural and functional approach, analysis of strategic documents and official statistics, synthesis of theoretical concepts of regional science and economic geography are applied. The historical and genetic method was used to identify the evolution of approaches to spatial development in post-Soviet Russia and Canada, as well as a systematic analysis to consider the interrelationships between the federal center, regional institutions and local actors. It is established that the centralized Russian model is focused on geopolitical priorities in spatial development policy. The Canadian model is aimed at integration into globalist projects and is provided with decentralized management. The practical significance of the work consists in substantiating recommendations for adapting the Canadian experience of formalized monitoring and programs for the development of local systems. The research prospects are related to the empirical assessment of the effectiveness of institutional transformations in the system of spatial distribution of economic resources.
