РАЗРАБОТКА ФУНКЦИОНАЛЬНОЙ МОДЕЛИ УПРАВЛЕНИЯ ИНСТИТУЦИОНАЛЬНО-ТЕХНОЛОГИЧЕСКОЙ СРЕДОЙ РАЗВИТИЯ СТАНКОСТРОИТЕЛЬНОЙ ОТРАСЛИ

Abstract:
The article substantiates the need to develop a functional model of managing the institutional and technological environment (ITE) of the development of machine tool industry (DMTI) as an integrated management object that provides coordinated influence on the technological and institutional components. The purpose of the study is to develop a functional model of managing the ITE of the DMTI, which will subsequently allow the formation of ITE management mechanisms that act as «drivers» between proactive goal-setting and actual changes in the ITE. Within the framework of the functional approach, the concept of «precursors» of the development of ITE is proposed, which are the mechanisms of subject-based management of ITE at the meso-level, acting as an obligatory intermediate link in the transition of the industry from the current state to the target state, and implementing proactive goal-setting. The methodological basis of the study includes the functional approach, using which a model of management of ITE in the machine-building industry was developed. At the same time, the IDEF0 notation, modified for a more visual display of the specific features of ITE, and methods of structural and functional analysis, were taken as the general basis for the description. The practical significance of the work is determined by the possibility of applying the developed functional model in the formation of a hierarchical system of static and dynamic characteristics of the ITE DMTI, as well as approaches to their diagnostics within the framework of achieving technological leadership, taking into account the scenario change of the suprasystem conditions.
