Abstract:
This article examines the mechanisms and instruments for the financial support of expanding Russian non-commodity, non-energy exports. The topic is highly relevant given the importance of high-value-added exports for the sustainable development of the Russian economy. The study aims to identify the patterns, instruments, and constraints associated with financing these exports and to propose priorities for support, taking into account shifting external economic conditions, limited financial resources, and the need to redirect export flows toward new markets. The article analyzes Russian development institutions, including the VEB.RF Group–specifically the Russian Export Center (REC) and the SME Corporation–as well as various funds. The findings indicate that while significant attention is paid to supporting non-commodity, non-energy exports in Russia, a number of issues continue to limit the effectiveness of the support system. The study concludes that institutional fragmentation and the duplication of functions are key challenges in this sector; integrating all existing export support programs into a unified system is a crucial task. The article also highlights the constraints imposed by limited budget funds and the tendency for measures to be narrowly targeted. It reveals that common support measures include reimbursements (e.g., for transportation or certification) rather than long-term project financing aimed at establishing export production capacity. Preferential lending often focuses on short- to medium-term horizons, which is insufficient for projects with long payback periods. Finally, the study demonstrates the need for project financing mechanisms to support export hubs, industrial zones, and logistics centers. Given the damage to infrastructure and the redirection of trade flows toward «friendly» countries, it is critical to co-finance the construction and modernization of transport hubs within Russia, as well as to expand the capacity of transport corridors in partner countries. To enhance the operations of VEB.RF’s «Project Finance Factory,» proposals have been made to relax certain current project financing requirements – specifically regarding minimum project cost and the share of equity provided by the project sponsor. Overall, a more differentiated approach to borrower requirements is needed. With regard to the SMEs, it is recommended to preserve support mechanisms such as concessional lending, assistance with listing products on international online marketplaces, reimbursement of a portion of R&D and product homologation costs for foreign markets, and professional training in foreign trade.
