INVESTMENT RISK ASSESSMENT OF AN IMPORT SUBSTITUTION PROJECT AT A RADIO-ELECTRONIC INDUSTRY ENTERPRISE

Abstract:
Radio-electronic manufacturers implement import substitution projects in an environment where conventional deterministic appraisal systematically understates risk: the Russian market for electronic components contracted by a quarter in 2025, the share of domestic components fell to 24.4%, and the cost of debt financing remains in double digits. The research problem lies in the gap between the industry-specific risks of electronics localisation and the universal appraisal toolkit used in corporate practice. The purpose of the article is to develop and test a methodology for the quantitative assessment of investment risks of an import substitution project at a radio-electronic enterprise, integrating qualitative risk mapping, sensitivity analysis, scenario analysis and simulation modelling. The hypothesis tested is that a project for localising multilayer printed circuit board production, acceptable under deterministic criteria, becomes unstable in a probabilistic setting, and that stability is restored not by revising technical solutions but by configuring contractual and financial risk-sharing mechanisms. The novelty consists in an industry risk map of electronics localisation calibrated to component market statistics and in a two-regime simulation model comparing the project before and after risk management measures. The methods applied are Monte Carlo simulation (10,000 iterations), one-factor sensitivity analysis with net present value elasticities, scenario analysis and tail risk measures. The main result: with a baseline net present value of RUB 79.3 million, the probability of a negative outcome is 49.0% and conditional tail losses reach RUB 211.0 million; a package of measures comprising concessional financing, long-term fixed-price contracts and dual sourcing of components reduces this probability to 2.5% with a median value of RUB 163.8 million. The practical value lies in the transferability of the methodology to investment committees of industry enterprises. Further research should address stochastic dependence between factors and embedded managerial options.
