Abstract:
The linear structure of transport frameworks and historical settlement patterns in Russia predetermine the center-periphery asymmetry, which worsens at the borders of adjacent regions. This study aims at the theoretical substantiation and practical implementation of interregional integration mechanisms to overcome the emerging spatial gaps. The paper comprehensively uses GIS calculations of transport accessibility time isochrones, the minimax normalization method to calculate the integrated index of agglomeration maturity, and the income approach to modeling gross product dynamics based on sectoral elasticity. The scientific novelty lies in substantiating the development model of second-order interregional agglomerations. By the example of the «Greater Dubna» project, which unites municipalities of the Moscow and Tver regions, it is proved that the elimination of key infrastructure barriers through the construction of chord bridges will reduce travel time for commuter migration by 45–92% and increase the demographic capacity of the nearest accessibility zone by 40%. The total annual agglomeration effect is estimated at 8.76 billion rubles. The developed roadmap for interregional cooperation includes the implementation of a targeted subsidy mechanism in the amount of 2.0 billion rubles for the modernization of social and communal infrastructure in the Konakovo and Kimry districts. The implementation of the proposed optimistic scenario will ensure a guaranteed inflow of private investment up to 84 billion rubles by 2040 and the creation of more than 5,000 new jobs.
