ПОДХОДЫ К РАЗРАБОТКЕ ИННОВАЦИОННЫХ ПРОЕКТОВ И ОЦЕНКА ИХ ЭФФЕКТИВНОСТИ

Abstract:
In the context of ongoing macroeconomic instability and intensifying competition, as well as the transition to the digitalization of the economy, the key determinant for achieving sustainable development of an economic entity is the formulation and implementation of a well founded innovative strategy. At the same time, strategies should be built based on the goals and objectives of specific industries. The aim of the study is to analyse the most rational approaches to the development and implementation of innovation projects and to formulate criteria for their effectiveness in customs authorities, which represents scientific novelty. The work uses content analysis based on a sample of individual provisions of regulatory legal acts and scientific works on the comprehensive assessment of effectiveness in the field of innovation and customs affairs. The classification of innovation projects is considered, and an analysis is provided of the criteria for the effectiveness of innovations: significance, uniqueness, protection, and liquidity. The interaction between project and process approaches to the development and implementation of innovations as a cycle is described. It has been proposed to use a hybrid model for managing innovative projects in government agencies, including customs authorities. In the context of customs authorities, this is significant: on the one hand, there is a need to comply with customs legislation and ensure security; on the other hand, there is the need to develop digital services and new formats of interaction with businesses. In addition, it is necessary to take into account the non financial, socio economic effects of introducing innovative digital products into the activities of government bodies. The result is the formation of indicators for achieving the goals of the innovations for customs authorities, which has practical significance for the study. The prospects for further research are aimed at accelerating the digital transformation of customs authorities through state support and investments from public private partnerships.
