Abstract:
The relevance of the study stems from the fact that large-scale investments in the digital infrastructure of Russian universities do not yield a proportional increase in educational efficiency due to the high inertia of the academic environment. The primary barrier to implementing hybrid formats and personalized learning trajectories is not technological scarcity, but the conflict between new management practices and traditional academic culture rooted in departmental autonomy, knowledge hierarchy, and faculty sovereignty. The purpose of the article is to identify organizational and cultural mechanisms for overcoming faculty resistance and to develop an adapted management toolkit for transitioning toward an adaptive academic culture during the implementation of digital educational models. The study hypothesizes that integrating the ADKAR change management model with network leadership practices at the department-head level significantly reduces staff adaptation lag without eroding professional identity. The scientific novelty lies in systematizing the forms of academic resistance (emotional, ideological, organizational) and operationalizing the five stages of the ADKAR model for universities with decentralized departmental structures. Methodologically, the research relies on the dynamic capabilities framework, J. Hiatt’s organizational change theory, content analysis of scholarly publications from 2023–2026, secondary analysis of expert surveys of university administrators and faculty (n ≈ 20–86), and comparative case studies of Russian and European universities. The findings indicate that against a baseline of digital skills deficits (78%) and organizational inertia (65%), shifting from top-down mandates to institutional recognition of additional workloads, spaces for critical discussion, and middle-level leadership engagement reduces active staff resistance from 45–48% to 20–25% within 12–18 months. The practical significance lies in applying the proposed management matrix when designing university digital transformation strategies, particularly for RANEPA and structurally similar institutions. Future research directions include evaluating adaptability across different university profiles and examining how generative artificial intelligence reshapes academic integrity standards.
