Целью статьи является обоснование производственного подхода к исследованию наличного денежного оборота (НДО) посредством определения его сущности, функциональных границ и структуры как многоуровневой производственной системы. Производственная система наличного денежного оборота определена как многоуровневая сеть взаимосвязанных организаций, подразделений, ресурсов и технологически организованных процессов, обеспечивающих преобразование поступающей наличности в подготовленные к дальнейшему обращению денежные знаки требуемой суммы, номинального состава и качества при соблюдении требований безопасности, доступности, непрерывности и экономической обоснованности. В исследовании выявлены базовые признаки производственной системы, присущие НДО: наличие цели, входов и выходов, ресурсов, технологии, повторяемого производственного цикла, контроля и обратной связи. Обосновано, что предметом преобразования выступает операционное состояние наличных денег, а результатом – подготовленная к дальнейшему обращению наличность, соответствующая установленным требованиям. Предложено определять функциональные границы системы по полному производственному циклу независимо от организационной принадлежности его участников. В структуре НДО выделены внешний платежный и внутренний производственный контуры, макро-, мезо- и микроуровни, а также основные, обеспечивающие и управленческие процессы. Установлено, что результативность системы зависит от согласованности технологических операций, производственных мощностей и движения наличности между участниками денежного обращения. Научный результат исследования состоит в развитии теоретических положений об управлении НДО на основе производственного подхода и формулировании авторского определения производственной системы НДО. Практическое значение полученных результатов связано с возможностью разработки модели производственного цикла, архитектуры управления и системы показателей для оценки эффективности, качества и устойчивости НДО.

THE PRODUCTION SYSTEM OF CASH CIRCULATION: ESSENCE, BOUNDARIES, AND STRUCTURE

Abstract:
The purpose of the article is to substantiate the production approach to the study of cash turnover by defining its essence, functional boundaries and structure as a multi-level production system. The production system of cash circulation is defined as a multi-level network of interconnected organizations, divisions, resources and technologically organized processes that ensure the transformation of incoming cash into ready-to-use banknotes of the required amount, nominal composition and quality while meeting the requirements of safety, accessibility, continuity and economic feasibility. The study revealed the basic features of the production system inherent in the NDO: the presence of goals, inputs and outputs, resources, technology, repeatable production cycle, control and feedback. It is proved that the subject of the transformation is the operational status of cash, and the result is cash prepared for further circulation that meets the established requirements. It is proposed to define the functional boundaries of the system according to the full production cycle, regardless of the organizational affiliation of its participants. The NDO structure highlights the external payment and internal production circuits, macro, meso, and micro levels, as well as the main, support, and management processes. It is established that the effectiveness of the system depends on the consistency of technological operations, production capacities and cash flow between participants in monetary circulation. The scientific result of the research consists in the development of theoretical provisions on the management of NDO based on the production approach and the formulation of the author’s definition of the NDO production system. The practical significance of the results obtained is related to the possibility of developing a production cycle model, a management architecture, and a system of indicators to assess the effectiveness, quality, and sustainability of NDO.
