Целью статьи является обоснование интерпретации кадрового дефицита в нефтегазовом секторе России в 2024–2025 годах как структурного разрыва специфического человеческого капитала и разработка количественного инструментария оценки этого разрыва. Опираясь на теорию человеческого капитала Г. Беккера, модель поиска и сопоставления Д. Мортенсена – К. Писсаридеса и работы Р.И. Капелюшникова о природе российского «кадрового голода», автор интерпретирует наблюдаемое сочетание исторически низкой безработицы (2,3%) с рекордной вакантностью (2,2 млн чел.) как сдвиг кривой Бевериджа, диагностический признак структурного характера дефицита. Научная новизна состоит в концептуализации отраслевого кадрового дефицита как структурного разрыва специфического человеческого капитала с конкретной отраслевой локализацией и в разработке интегрального количественного индикатора этого разрыва. Предложен авторский интегральный индекс кадрового напряжения (ИКН), агрегирующий четыре нормированных компонента: коэффициент вакантности, индекс квалификационного разрыва, индекс возрастного смещения и индекс зависимости от иностранных компетенций. Расчёт индекса на синтетических данных по трём сегментам цепочки создания стоимости даёт значения 0,42 (мидстрим), 0,55 (апстрим) и 0,71 (нефтесервис). На основании сопоставления значений ИКН с типологией из четырёх корпоративных стратегий замещения (внутреннее обучение, экосистемное партнёрство с вузами, межотраслевой перехват, аутсорсинг с локализацией) сформулировано формальное правило выбора корпоративной кадровой стратегии. Практическая значимость результатов проявляется в их применимости при разработке кадровых стратегий вертикально интегрированных нефтяных компаний и актуализации Энергетической стратегии Российской Федерации на период до 2050 года в части кадрового обеспечения технологического суверенитета. Перспективы дальнейших исследований связаны с верификацией индекса на эмпирических данных конкретных ВИНК и эконометрической оценкой связи значений ИКН с операционными показателями.

PERSONNEL SHORTAGE IN RUSSIA’S OIL AND GAS SECTOR AS A STRUCTURAL GAP IN FIRM-SPECIFIC HUMAN CAPITAL: QUANTITATIVE ASSESSMENT AND TYPOLOGY OF SUBSTITUTION STRATEGIES

Abstract:
The purpose of the article is to substantiate the interpretation of the personnel shortage in Russia’s oil and gas sector in 2024–2025 as a structural gap in firm-specific human capital and to develop a quantitative tool for assessing this gap. Drawing on G. Becker’s human capital theory, the Mortensen–Pissarides search-and-matching model and R. Kapeliushnikov’s analysis of the Russian “labour hunger”, the author treats the observed combination of historically low unemployment (2.3%) with record vacancies (2.2 million) as an outward shift of the Beveridge curve – a diagnostic signature of a structural shortage. The scientific novelty lies in conceptualizing the industry-level personnel shortage as a structural gap in firm-specific human capital with explicit sectoral localization and in developing an integral quantitative indicator of this gap. A Personnel Tension Index (PTI) is proposed; it aggregates four normalized components: vacancy rate, qualification-gap index, age-shift index, and foreign-competence-dependence index. Calculated on synthetic data for three value-chain segments, the PTI ranges from 0.42 (midstream) to 0.55 (upstream) and 0.71 (oilfield service). Combined with a typology of four corporate substitution strategies (internal training, ecosystem partnerships with universities, cross-industry talent capture, outsourcing with localization), the PTI generates an explicit decision rule for choosing a corporate HR strategy. The practical significance of the results lies in their applicability to vertically integrated oil companies and to the update of the Russian Energy Strategy through 2050 in the part addressing the personnel underpinnings of technological sovereignty. Further research is associated with empirical verification of the index on data from specific vertically integrated oil companies and an econometric assessment of the relationship between PTI values and operational indicators.
