Экономические результаты университетского технологического предпринимательства оцениваются преимущественно через число создаваемых проектов и компаний, тогда как механизм влияния университетских экосистем на экономическую безопасность не получил достаточной теоретической разработки. Цель статьи – развитие теоретических положений, раскрывающих место университетской экосистемы технологического предпринимательства в системе факторов обеспечения экономической безопасности, и построение концептуальной модели механизма ее воздействия на экономику. Научная новизна заключается в уточнении понятия университетской экосистемы технологического предпринимательства, распределении ролей ее функциональных контуров по стадиям преобразования научного знания и сопоставлении каналов ее воздействия с угрозами и показателями Стратегии экономической безопасности Российской Федерации. Методологическую основу составили системный, экосистемный и структурно-функциональный подходы, сравнительный анализ, научное обобщение и концептуальное моделирование; информационной базой послужили документы стратегического планирования, российские и зарубежные публикации, официальные данные о Платформе университетского технологического предпринимательства. Выделены пять функциональных контуров экосистемы – кадрово-образовательный, научно-технологический, инфраструктурно-организационный, финансово-инвестиционный и сетевой – и пять каналов ее воздействия на экономическую безопасность: технологический, инновационный, кадровый, инвестиционный и структурный. Показано, что вклад экосистемы в экономическую безопасность опосредован и во многом формируется на региональном уровне, а среди показателей состояния экономической безопасности нет индикаторов, прямо характеризующих технологическое предпринимательство. Практическая значимость состоит в возможности использовать модель при разработке мер поддержки университетского технологического предпринимательства и оценке их результативности. Перспективы исследования связаны с разработкой системы индикаторов зрелости университетских экосистем и ее апробацией на выборке российских университетов.

UNIVERSITY TECHNOLOGY ENTREPRENEURSHIP ECOSYSTEM AS A FACTOR OF ENSURING ECONOMIC SECURITY: THEORETICAL FOUNDATIONS AND IMPACT MECHANISM

Abstract:
The economic results of university technology entrepreneurship are mostly assessed by the number of projects and companies created, while the mechanism through which university ecosystems affect economic security has not been sufficiently developed in theory. The purpose of the article is to develop theoretical provisions on the place of the university technology entrepreneurship ecosystem among the factors of economic security and to build a conceptual model of its impact mechanism. The novelty lies in refining the concept of the university technology entrepreneurship ecosystem, assigning the roles of its functional domains to the stages of transforming scientific knowledge, and matching its impact channels with the threats and indicators of the Economic Security Strategy of the Russian Federation. The methodology combines systems, ecosystem and structural-functional approaches, comparative analysis and conceptual modelling; the information base includes strategic planning documents, academic publications and official data on the University Technology Entrepreneurship Platform. Five functional domains of the ecosystem are identified – human resources and education, science and technology, infrastructure and organization, finance and investment, and network – and five impact channels: technological, innovation, human resources, investment and structural. The ecosystem’s contribution to economic security is shown to be indirect and largely formed at the regional level, while none of the official economic security indicators directly reflects technology entrepreneurship. The model can inform support measures for university technology entrepreneurship. Further research will develop and test maturity indicators for university ecosystems.
