Abstract:
The aim of the study is to substantiate a system of location factors for industrial cryptocurrency mining and to assess the conditions of the Arctic Zone of the Russian Federation, taking into account the origin and stability of the energy surplus. The methods include factor analysis across five groups (electricity cost, energy surplus, climate, infrastructure, regulation), typology of energy surplus, calculation of the break-even threshold electricity tariff, and comparison of regional electricity balances (Rosstat) with tariffs. Four types of energy surplus (large-scale generation, isolated systems, associated petroleum gas, renewable generation) differing in stability are identified. Calculations for network parameters of September 2026 show that at a bitcoin price of USD 65,000 the threshold tariff for 17.5 J/TH equipment and PUE of 1.10 is about 5.4 rubles/kWh, while retail tariffs for small enterprises in the Arctic regions at the end of 2024 ranged from 5.96 to 8.62 rubles/kWh, moving from PUE 1.50 to 1.10 reduces electricity costs by 27%. A capacity surplus does not guarantee a competitive tariff: access to generation and the tariff-setting model become decisive. Arctic territories are differentiated by placement model: stationary data centres are justified under a structural surplus (Murmansk Oblast), whereas modular and mobile solutions suit a local or temporary surplus (Chukotka, gas-producing territories). Territory selection for mining projects should rely on the type of surplus and conditions of access to generation rather than on the average level of regional tariffs.
