Проблема исследования обусловлена поляризацией инновационного пространства России и недостаточной эффективностью региональной политики выравнивания, что актуализирует поиск механизмов умной специализации и цифровой трансформации. Цель исследования – систематизировать подходы к оценке потенциала умной специализации регионов и обосновать дифференцированные механизмы её адаптации для Центрального федерального округа с учётом развития передовых производственных технологий. Гипотеза: успешность цифровой трансформации определяется не масштабом экономики, а способностью региона сфокусироваться на узких приоритетах, сформировать институциональную среду и кооперацию власти, бизнеса и науки. Научная новизна заключается в агрегировании инновационного, технологического и кооперационного субиндексов в интегральный индекс потенциала умной специализации и выделении трансрегиональных центров роста первого порядка. Методы: системный и сравнительный анализ, обобщение публикаций, индексный метод, пространственный анализ. В качестве результатов выделены 12 центров роста; показано, что менее 20% регионов концентрируют более 60% потенциала ППТ; выявлены институциональные, финансовые, кадровые и пространственные барьеры; предложена группировка регионов ЦФО и механизмы адаптации.

Abstract:
The research problem is обусловлен by the polarization of Russia’s innovative space and the insufficient effectiveness of regional equalization policies, which underscores the need to find mechanisms for smart specialization and digital transformation. The aim of the work is to systematize approaches to assessing the potential for smart specialization in regions and to substantiate differentiated mechanisms for its adaptation for the Central Federal District, taking into account the development of advanced production technologies. Hypothesis: the success of digital transformation is determined not by the scale of the economy, but by a region’s ability to focus on narrow priorities, to create an institutional environment, and to foster cooperation between government, business, and science. The scientific novelty lies in aggregating the innovative, technological, and cooperative sub‑indices into an integral index of the potential for smart specialization and in identifying first‑order transregional growth centers. Methods: system and comparative analysis, generalization of publications, index method, space. The results include the identification of 12 growth centers; it has been shown that less than 20% of the regions concentrate more than 60% of the potential of the PPP; institutional, financial, personnel‑related, and spatial barriers have been identified; a grouping of regions in the Central Federal District and adaptation mechanisms have been proposed.
