Проблема исследования заключается в недостаточной разработанности взаимосвязей между ESG-повесткой в условиях перехода к национальным стандартам оценки и деятельностью органов регионального управления по ее продвижению. Целью статьи является обоснование возможностей использования ESG-рейтинга (рэнкинга) региона и оценок рисков стратегического планирования устойчивого развития для формирования представления, и оценок рисков экономической безопасности региона при реализации ESG-повестки. Научная новизна исследования заключается в разработке оценок рисков обеспечения экономической безопасности региона в условиях реализации ESG-повестки и внедрения национального ЭКГ-стандарта с учетом рисков стратегического планирования устойчивого развития в регионе. В статье использованы методы контент-анализа, графический, структурно-логический методы, методы группировки и обобщения. В результате исследования доказано неполное соответствие содержания стратегий социально-экономического развития идеям устойчивого развития как одного из национальных стратегических приоритетов; предложены оценки рисков экономической безопасности в области ESG-повестки и при внедрении ЭКГ-стандарта; разработаны предложения по использованию представленных оценок в механизме обеспечения бюджетно-финансовой безопасности региона. Практическая значимость исследования заключается в возможности использования его результатов при совершенствовании структуры и содержании стратегий социально-экономического региона по достижению устойчивого развития и в целях обеспечения экономической безопасности. Перспективы дальнейших исследований связаны с мониторингом стратегий развития регионов и формируемых на их основе оценок рисков, а также анализа связи полученных оценок с инвестиционной привлекательностью и бюджетно-финансовой безопасностью региона.

REGIONAL ECONOMIC SECURITY IN THE CONTEXT OF THE ESG AGENDA AND THE IMPLEMENTATION OF THE EKG STANDARD

Abstract:
The problem of the study lies in the lack of elaboration of the interrelationships between the ESG agenda in the context of the transition to national assessment standards and the activities of regional government bodies to promote it. The purpose of the article is to substantiate the possibilities of using the ESG rating (ranking) of the region and risk assessments of strategic planning for sustainable development to form an idea and assessment of the risks of economic security of the region in the implementation of the ESG agenda. The scientific novelty of the research lies in the development of risk assessments for ensuring the economic security of the region in the context of the implementation of the ESG agenda and the introduction of the national ECG standard, taking into account the risks of strategic planning for sustainable development in the region. The article uses methods of content analysis, graphical, structural and logical methods, methods of grouping and generalization. As a result of the research, the incomplete correspondence of the content of socio-economic development strategies to the ideas of sustainable development as one of the national strategic priorities has been proved.; assessments of economic security risks in the field of the ESG agenda and in the implementation of the ECG standard are proposed; proposals have been developed for the use of the presented assessments in the mechanism for ensuring the budgetary and financial security of the region. The practical significance of the research lies in the possibility of using its results to improve the structure and content of socio-economic region strategies for achieving sustainable development and ensuring economic security. The prospects for further research are related to monitoring regional development strategies and risk assessments based on them, as well as analyzing the relationship between the assessments obtained and the investment attractiveness and budgetary and financial security of the region.
