Abstract:
In this paper, the authors attempt to fundamentally rethink classical and neoclassical approaches to international trade, passing them through the prism of modern institutional changes and digital transformation. The purpose of the study is to identify and mathematically formalize the impact of non-tariff institutional barriers on the realization of comparative advantages of national economies. The scientific novelty lies in the introduction of the concept of «institutional arbitrage» as a key driver of modern trade imbalances. The methodological basis of the work is based on the synthesis of a new institutional economic theory and modified gravity models of trade, supplemented by the author’s concept of the «institutional viscosity coefficient». The authors analyze the dynamics of the transformation of global value chains, proving that in current realities, the factor of transaction costs caused by geopolitical fragmentation is becoming a more significant predictor of trade flows than the classical availability of factors of production. The article presents an economic and mathematical model developed by us, which makes it possible to assess the elasticity of commodity markets in relation to regulatory shocks. The results of the study, based on an analysis of relative market efficiency indices, demonstrate a paradoxical trend: the reduction of physical barriers to trade is offset by the growth of digital protectionism and sanctions pressure. It is concluded that modern globalization is becoming «patchwork» in nature, where the winners are not the countries with the lowest production costs, but the actors with the greatest institutional adaptability.
