Abstract:
A typical problem for the enterprises of the processing segment of the domestic oil and gas complex is the consideration of the periods of their construction and modernization as isolated investment episodes unrelated to their common value chain, which complicates the analysis of the economic effect of their implementation. Existing solutions largely define this fragmented nature, where design metrics are used for the stages of reproduction of technological systems of production assets of enterprises, while operational performance indicators are used to assess their subsequent operation, which further breaks the links between investment decisions and the long-term value of the enterprise in the horizon of its life cycle. The purpose of the study is to find a solution to link these periods into a single contour of the life cycle of oil and gas processing enterprises. As a hypothesis, it is suggested that the «design» periods of reproduction of production assets can be considered as links in a continuous chain of creation and preservation of intrinsic value, which makes it possible to link current investment decisions with future operational results. The scientific novelty consists in a refined consideration of the life cycle of the technological system of production assets of enterprises as alternating periods of reproduction of production assets and their direct operation within a single value chain. The research base includes regulatory standards for project and process management and relevant scientific and industry work on this topic. The results obtained allow us to define the boundaries of the analysis of the effectiveness of large projects in a new way, interpreting the deviations of key investment indicators through the properties of specific business processes of fund reproduction and their contribution to the long‑term value of the enterprise. The practical significance of the research lies in the formation of a methodological basis for assessing the contribution of investment and construction projects to the development of enterprises in the oil and gas processing segment.
