Abstract:
The purpose of the study is to build a rating of Siberian regions depending on the effectiveness of program-oriented management of economic security. The urgency of the problem is due to the fact that most assessments of the economic security of a region are based on a macroeconomic component (GRP or similar indicators) or a budgetary component, and the effectiveness of regional economic security management (impact on budget expenditures) is not taken into account. The novelty of the research consists in substantiating the methodology for rating the effectiveness of program-oriented management of the economic security of regions. It is based on indexes for the regions of the Siberian Federal District, the reliability assessment was carried out using correlation analysis. The rating made it possible to conclude that it is ineffective to reduce program expenditures on the economic security of the region in conditions of economic instability. Lack of consistency in the management of program expenses (their increase in some periods and sharp reduction in others) It also does not contribute to the effective management of the economic security of the region, as evidenced by the experience of the coal-mining regions of Siberia. The study identifies two of the most effective approaches to managing the economic security of the region. The first is to increase government spending to maintain the sustainability of the regional economy. The Altai Republic is an example of such a policy. The second is the consistent implementation of program expenditures for the economic security of the region. The Altai Territory adheres to this approach to managing budget expenditures for economic security. In both cases, the results achieved are acceptable. The rating methodology can be used to improve the effectiveness of program-oriented management of the economic security of the region. The prospects for its development are related to clarifying the composition of the indicators included in the final rating.
