ТАМОЖЕННЫЕ МЕХАНИЗМЫ ПРЕДВАРИТЕЛЬНОГО УВЕДОМЛЕНИЯ И ИХ РОЛЬ В СНИЖЕНИИ НЕОПРЕДЕЛЁННОСТИ МИРОВОЙ ТОРГОВЛИ

Abstract:
The aim of this study is to substantiate the role of customs advance notification mechanisms in ensuring the stability and predictability of international trade. It has been established that the implementation of advance notification mechanisms is linked to the transition to a proactive model of customs control based on preliminary data analysis. It has been revealed that in Russian practice, advance notification mechanisms are in the early stages of development and are evolving in the context of integration with digital regulatory tools, including goods labeling and traceability systems. It is concluded that the introduction of advance notification mechanisms by the customs authorities of the Russian Federation is accompanied by a simultaneous reduction in systemic uncertainty and an increase in the operational burden on participants in foreign economic activity, associated with the need to adapt to new requirements, as well as with the redistribution of transaction costs. In the long term, a more transparent and predictable environment for foreign economic activity is expected to emerge, in which the state’s control functions are carried out primarily through analytical data processing, and the administrative burden on conscientious market participants gradually decreases. The practical significance of the study’s findings lies in their potential to enhance the transparency of foreign economic transactions, protect the domestic market, and improve customs administration.
