АДАПТАЦИЯ МЕТОДИКИ ИНТЕГРАЛЬНОЙ ОЦЕНКИ ЭФФЕКТИВНОСТИ ИННОВАЦИОННЫХ ПРОЕКТОВ ДЛЯ СУБЪЕКТОВ МАЛОГО И СРЕДНЕГО ПРЕДПРИНИМАТЕЛЬСТВА ВЫСОКОТЕХНОЛОГИЧНОГО СЕКТОРА

Abstract:
The article addresses the issue of the applicability of methods for the integrated assessment of the effectiveness of innovative projects, developed for large industrial companies, to small and medium‑sized enterprises (SMEs). The relevance of the study is determined by the contradiction between the high cost of a wrong investment decision for SMEs and the limited ability of small companies to use corporate assessment tools designed for a portfolio of projects, an advanced system of non‑financial ratings, and a broad pool of experts. Based on the author’s methodology combining financial metrics (NPV, IRR, PI, 1/PP) and the IPSI innovation project sustainability index based on the principle of multi-criteria maximin with correction by the coefficient of technological sovereignty (CCC), six directions of adaptation of the toolkit for the SME sector are formulated: transition to a discrete assessment mode, approximation of the company’s non-financial profile by shadow rating, reconfiguration of the expert pool, consideration of the effect of the translation of the project sustainability index to the company level, interpretation of the structure of weights and the qualification application of the CCC. The proposed adaptation preserves the methodological core of the original model while simultaneously taking into account the institutional and resource characteristics of small companies. The provisions have been tested on an innovative project of an IT company in the SME segment. It has been established that the project’s effect on the non‑financial profile of a small company is significant (+3.16 points on the sustainability index), whereas on a large‑scale corporate level it tends to zero. The adapted methodology can be practically applied when planning innovative investments by small technology companies and when selecting projects by development institutions.
