В статье рассматривается компетентностная уязвимость подрядной организации в промышленном строительстве. Проблема возникает в ситуациях, когда формально достаточная численность работников не обеспечивает выполнение конкретных функций в нужном проекте и в установленный срок. Причиной может стать одновременная потребность нескольких объектов в одном специалисте, отсутствие допустимой замены, истечение срока допуска, длительная подготовка нового исполнителя или несоответствие момента его готовности календарю работ. Цель исследования состоит в раскрытии содержания компетентностной уязвимости и определении ее места в системе экономической безопасности подрядчика. Методическую основу составили анализ отечественных работ по кадровой безопасности, компетентностному подходу, производительности труда и управлению проектными ресурсами, а также логическое сопоставление кадрового и производственного контуров управления. Показано, что компетентностная уязвимость не совпадает с кадровым риском, дефицитом численности или недостатком квалификации. Она характеризует зависимость исполнения обязательств от доступности критической компетенции в определенном календарном окне. Предложена причинная схема, связывающая договорное обязательство, критическую функцию, потребность в компетенции, доступность ее носителя и возможное экономическое последствие. Обосновано, что критичность должна определяться не по названию должности, а по роли функции в конкретном проекте. Рассмотрены основные способы воспроизводства компетенций: удержание, перераспределение, внешний найм, внутренняя подготовка и восстановление допуска. Сделан вывод, что выбор меры зависит не только от ее стоимости, но и от срока получения пригодного к работе результата. Практическая ценность подхода состоит в объединении данных кадровой службы, производственного блока и руководителей проектов в едином контуре предупреждения нарушений сроков и дополнительных затрат.

COMPETENCY VULNERABILITY IN INDUSTRIAL CONSTRUCTION: ITS MEANING AND ROLE IN A CONTRACTOR’S ECONOMIC SECURITY

Abstract:
The article examines competency vulnerability in industrial construction contracting. The problem arises when a formally sufficient workforce cannot provide a specific function for the right project at the required time. Several projects may need the same specialist simultaneously; an authorised replacement may be unavailable; a permit may expire; or a new employee may become productive only after the critical work window has closed. The purpose of the study is to clarify the meaning of competency vulnerability and its place in a contractor’s economic security system. The study draws on Russian research on personnel security, competency management, labour productivity, and project resource allocation, and compares personnel and production management perspectives. Competency vulnerability is shown to differ from personnel risk, headcount shortage, and insufficient qualification. It describes the dependence of contractual performance on whether a critical competency is available during a specific time window. A causal framework is proposed that links a contractual commitment, a critical function, competency demand, the availability of a suitable carrier, and possible economic consequences. Criticality should therefore be assigned to a function in a particular project rather than permanently attached to a job title. The article discusses retention, reassignment, external recruitment, internal development, and renewal of formal authorisation as alternative ways to reproduce competencies. The preferred measure depends not only on cost but also on the date when productive capacity becomes available. The practical value of the approach lies in integrating personnel, production, and project data into a common process for preventing delays and additional costs. The framework is conceptual and requires empirical testing on completed and ongoing industrial construction projects.
