КОНЦЕПТУАЛЬНАЯ МОДЕЛЬ УПРАВЛЕНИЯ РАЗВИТИЕМ СТАНКОСТРОИТЕЛЬНОЙ ОТРАСЛИ НА ОСНОВЕ УПРАВЛЕНИЯ ИНСТИТУЦИОНАЛЬНО-ТЕХНОЛОГИЧЕСКОЙ СРЕДОЙ

Abstract:
The purpose of the article is to develop a conceptual model of managing the development of the machine-building industry, focused on the formation and regulation of the institutional and technological environment (ITE) as an integrated object of management. The distinctive features of this management, which form the scientific novelty of the model, are the coordinated influence of the meso-regulator on the technological and institutional components, the presence of built-in feedback loops through data buses, and the consideration of resource dependence and the development of VRIN competencies of industry enterprises. The methodological basis of the study includes an institutional approach and an approach of design and technological informatics, as well as methods of structural and functional analysis, modeling, and classification.The practical significance of the study is determined by the possibility of applying the developed conceptual model in the formation of strategies and programs for the development of the machine-building industry at the federal and regional levels, as well as in the development of mechanisms for state support of enterprises in the industry, focused on the purposeful development of the institutional and technological environment. Further research involves typologizing the states of the institutional and technological environment, describing its parameters that allow for determining the current state of the IT environment, the target image and potential for transition to the target state, as well as developing quantitative methods for assessing the effectiveness of IT management.
