МЕТОДИЧЕСКИЙ ПОДХОД К ЧЕЛОВЕЧЕСКОМУ ИЗМЕРЕНИЮ МЕЖДУНАРОДНЫХ ЭКОНОМИЧЕСКИХ ОТНОШЕНИЙ

Abstract:
The aim of the article is to develop a methodological approach to assessing a country’s participation in international economic relations based on human potential. Against the backdrop of transformations in the global economy and growing uncertainty, the assessment of the sustainability of international economic relations with due consideration of their impact on countries’ human potential has become increasingly important. The study employs a systemic, comprehensive, structural-functional, and comparative approaches, as well as the methods of scientific abstraction and modelling. The scientific novelty lies in substantiating human potential as both a comprehensive measure of, and a condition for, a country’s participation in international economic relations, as well as in developing all elements of the methodological approach, starting with a clear definition of the object of measurement, principles, logic, possible methods, indicators, and the assessment algorithm. The proposed algorithm comprises four interrelated stages: assessment of the qualitative state of human potential; analysis of its realization across various forms of international economic relations; identification of the nature of the relationship between human potential and international economic activity, including the determination of a sustainability threshold; and assessment of the consequences of policy decisions for both participation in international economic relations and the development of human potential. The resulting methodological framework provides a basis for further identifying optimal ranges of international economic activity that ensure the reproduction and development of human potential, enhance international competitiveness, and strengthen long-term socio-economic security. The practical significance of the approach lies in its potential application to support foreign economic policy formulation, forecast the consequences of participation in various forms of international economic relations, and select an optimal model consistent with national priorities.
