МЕТОДОЛОГИЧЕСКИЙ ИНСТРУМЕНТАРИЙ ПОСТРОЕНИЯ ЭФФЕКТИВНОЙ СИСТЕМЫ УПРАВЛЕНИЯ ИТ-ПРОЕКТАМИ
МЕТОДОЛОГИЧЕСКИЙ ИНСТРУМЕНТАРИЙ ПОСТРОЕНИЯ ЭФФЕКТИВНОЙ СИСТЕМЫ УПРАВЛЕНИЯ ИТ-ПРОЕКТАМИ

В статье обосновывается необходимость формирования методологической основы для формирования эффективной системы управления ИТ‑проектами в условиях высокой стратегической значимости цифровых инициатив и сохраняющейся высокой доли их неудач. На основе критического анализа существующих предиктивных и гибких подходов показано, что традиционные методики управления проектами недостаточно учитывают динамику управленческих решений, специфику рисков ИТ‑проектов и влияние ожиданий заказчика на конечный результат. В качестве методологической основы предложена комплексная интерпретация классического треугольника проекта (сроки, бюджет, объем работ) как интегрального индикатора качества системы управления. Разработана концепция цифрового двойника треугольника проекта (Project Triangle Digital Twin), позволяющая в режиме, близком к реальному времени, моделировать последствия управленческих решений и оценивать отклонения ключевых параметров проекта и портфеля. Сформирована методика адаптивного управления эффективностью ИТ‑проектов (АУЭ‑ИТП), включающая индексы проектного здоровья и готовности к изменениям, а также алгоритмы проактивного реагирования на отклонения. Предложенный адаптивный гибридный фреймворк управления ИТ‑проектами AHF (Adaptive Hybrid Framework) интегрирует каскадные и гибкие практики на всех стадиях жизненного цикла проекта и обеспечивает инструментальную основу для перехода от реактивного к проактивному управлению ИТ‑проектами в российских организациях.

METHODOLOGICAL TOOLKIT FOR BUILDING AN EFFECTIVE IT PROJECT MANAGEMENT SYSTEM

Abstract:
The article substantiates the need to develop a methodological foundation for building an effective IT project management system in the context of the high strategic importance of digital initiatives and the persistently high share of their failures. Based on a critical analysis of existing predictive and agile approaches, it is shown that traditional project management methods do not sufficiently account for the dynamics of managerial decision‑making, the specific risk profile of IT projects, and the impact of customer expectations on final outcomes. As a methodological basis, the article proposes a comprehensive interpretation of the classical project triangle (time, budget, scope) as an integrated indicator of the quality of the management system. A concept of the Project Triangle Digital Twin is developed, which makes it possible, in a near real‑time mode, to simulate the consequences of managerial decisions and assess deviations of key parameters at both project and portfolio levels. An adaptive IT Project Efficiency Management methodology is formulated, including project health and change readiness indices, as well as algorithms for proactive response to deviations. The proposed Adaptive Hybrid Framework (AHF) for IT project management integrates waterfall and agile practices across all stages of the project life cycle and provides an instrumental basis for transitioning from reactive to proactive IT project management in Russian organizations.
