МОДЕРНИЗАЦИЯ УПРАВЛЕНИЯ СФЕРОЙ ОБРАЩЕНИЯ ТВЕРДЫХ КОММУНАЛЬНЫХ ОТХОДОВ МУНИЦИПАЛЬНОГО ОБРАЗОВАНИЯ

- Аннотация:
Настоящая научная статья посвящена исследованию проблемы модернизации управления сферой обращения с твердыми коммунальными отходами (ТКО) на территории муниципальных образованиях. В исследовании авторами получены следующие результаты: обоснована необходимость модернизации управления ТКО, предложена организационная модель сервисного (контроллингового) центра, создана архитектура системы стратегического контроллинга, разработан методический подход к прогнозированию объёмов ТКО, сформирован метод многокритериальной оценки инвестиционных проектов, разработаны стратегические положения развития сферы ТКО, построена комплексная система обращения с ТКО, представлены практические рекомендации по созданию контроллингового центра. На основе результатов практической апробации доказано, что реализация предлагаемой системы контроллинга позволит муниципальным образованиям повысить эффективность управления сферой ТКО, привлечь долгосрочные инвестиции и минимизировать негативное воздействие на окружающую среду, что в конечном итоге способствует созданию комфортной, безопасной и экологически устойчивой среды для проживания населения. Научная значимость достигнутых исследовательских результатов заключается в развитии теоретических основ контроллинга применительно к сфере обращения с отходами. Практическая ценность данной статьи состоит в создании инструментария, готового к использованию региональными операторами, органами местного самоуправления и профильными холдингами.

MODERNIZATION OF SOLID WASTE MANAGEMENT IN A MUNICIPALITY

Abstract:
This scientific article is devoted to the study of the problem of modernizing the management of municipal solid waste management (MSW) on the territory of municipalities. In the study, the authors obtained the following results: the need to modernize MSW management was substantiated, an organizational model of a service (controlling) center was proposed, the architecture of a strategic controlling system was created, a methodological approach to predicting MSW volumes was developed, a multi-criteria assessment method for investment projects was formed, strategic provisions for the development of MSW were developed, a comprehensive MSW management system was built, practical recommendations were presented to create a controlling center. Based on the results of practical testing, it has been proven that the implementation of the proposed controlling system will allow municipalities to increase the efficiency of MSW management, attract long-term investments and minimize negative environmental impacts, which ultimately contributes to the creation of a comfortable, safe and environmentally sustainable environment for the population. The scientific significance of the research results achieved lies in the development of the theoretical foundations of controlling in relation to waste management. The practical value of this article is to create tools that are ready for use by regional operators, local governments and specialized holdings.
